Tax collectors, assessors, and mappers are subject to varying certification requirements and opportunities.  School of Government courses, and many others, are part of the Property Tax Education Partnership, a collaboration between the School of Government and the North Carolina Department of Revenue. This partnership offers the certification and continuing education necessary to meet legislative educational requirements for appraisers. The partnership promotes public service excellence and professional development for assessment administration, property appraisal, collection, and property tax policy. The School of Government supports but does not oversee any property tax certification programs. Certification Maintenance by Organization

NC Department of Revenue: Certified Assessor, Certified Appraiser 

  • To remain eligible for reappointment and maintain certification, Assessors and Appraisers must complete 30 hours of approved continuing education.
  • Continuing education must be completed by the end of each two-year cycle. 
  • Each cycle begins July 1 of an odd-numbered year and ends June 30 of the next odd-numbered year (e.g., 2023–2025, 2025–2027).

NC Tax Collectors Association:  Certified Collector, Deputy Collector, Assistant

  • To maintain certification, CE of 10 hours for collectors, and 5 hours for certified deputy and assistants must be completed annually.
  • Reporting period is April- March and Due on June 1st.
  • Fundamentals of Property Tax, and Property Tax Listing & Assessing both offered by the School of Government are approved programs for CE.

NC Property Mappers Association: Certified Mapper and Senior Mapper, State Property Mapper

NCPMA Certified Mapper or Senior Mapper
  • To maintain certification, a Mapper or Senior Mapper must maintain membership (of any category) in the NC Property Mappers Association. 

Certified State Property Mapper: Certification and Continuing Education is administered by the Department of the Secretary of State. 

  • To maintain certification, a NC State Property Mapper must complete 24 hours of continuing education every two years.


International Association of Assessing Officers: Designations: Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Assessment Administration Specialist (AAS), Personal Property Specialist (PPS), Cadastral Mapping Specialist (CMS)

  • All designees must complete at least 70 credit hours of structured educational programs pertaining to appraising, assessment, cadastral mapping, or assessment administration during each recertification cycle, including the required hours listed below.
  • Designees (with the exception of the CMS designation) are required to complete a minimum of two National Uniform Standards of Professional Appraisal Practice (USPAP) courses from different USPAP education cycles.
  • All designees are required to complete IAAO Workshop 171 during their five-year cycle.
